Ukrainian President Volodymyr Zelenskyy traveled to Oslo, Norway, on October 20, 2026, for talks with U.S. special envoy Steve Witkoff amid strained relations with the Trump administration and ongoing Russian attacks.
Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb hosted the meetings. Jared Kushner, President Donald Trump’s son-in-law, was expected to participate by videoconference. The stated aim was to place diplomatic efforts on a more constructive path regarding the war in Ukraine.
Zelenskyy said he held a substantive conversation with U.S. Secretary of State Marco Rubio about the need for ballistic missile interceptors, early-warning systems for Russian attacks, and restoring access to SpaceX’s Starlink/Starshield satellite systems. Rubio rejected as “scandalous” claims that the United States was withholding intelligence that was costing Ukrainian lives.
Meanwhile, Russian missile and drone strikes hit civilian areas in Ukraine, killing at least four people, according to Ukrainian officials.
Relations between Kyiv and Washington have deteriorated in recent weeks. Trump has publicly criticized Zelenskyy and stated that Russia “has been fine on Ukraine,” while calling for someone else to negotiate on Ukraine’s behalf. The United States has reduced direct weapons support but continues to provide certain intelligence and technology assistance.
