Trump’s Russian Diesel Deal Draws Bipartisan Criticism from Congress

President Donald Trump’s agreement with Russian President Vladimir Putin to supply Russian diesel to U.S. and global markets has drawn sharp bipartisan criticism in Congress, with lawmakers arguing it conflicts with a 2022 law banning Russian energy imports while Moscow continues its war against Ukraine.

Trump announced the deal on October 9, 2026, following a phone call with Putin. He stated that Russia would immediately supply more than 300,000 tons of diesel, followed by 500,000 tons in November, an additional 1 million tons thereafter, and potentially another 3 million tons later, depending on the condition of Russian refineries. The U.S. Treasury Department issued a temporary general license allowing transactions involving Russian diesel, including imports into the United States, through April 2027.

The administration has framed the move as a way to lower high diesel prices ahead of the November midterm elections, benefiting truckers, farmers, and consumers. Trump defended the decision on social media, writing that he “made the right choice for the American People — ALWAYS, AMERICA FIRST!” and noting that European nations have continued purchasing Russian energy.

Ukrainian President Volodymyr Zelensky condemned the arrangement as a “gift to Putin” that invests in prolonging the war rather than ending it. European leaders expressed support for Ukraine’s position. Trump also claimed Russia and Ukraine had agreed to an energy infrastructure ceasefire, though Zelensky disputed that any such agreement existed and reported ongoing Russian strikes on Ukrainian energy facilities.

The volumes announced represent a relatively small share of U.S. daily diesel demand. The deal comes after Congress recently advanced additional sanctions legislation aimed at further restricting Russian energy revenues. House members, including Republicans, have signaled plans for legislation to block Russian oil purchases. Trump maintains the arrangement prioritizes American economic interests while investigations into compliance with existing law continue.
