Italy’s government has approved a package of stricter anti-riot measures that took effect immediately following weekend unrest in Milan and other northern cities.
Under the new rules, anyone participating in a group of five or more people that endangers public safety during a protest faces up to five years in prison and a fine of up to €20,000 (approximately $22,460). Penalties increase if faces are concealed or injuries occur. Parents can be held financially liable for vandalism or damage caused by their minor children. Police are also empowered to detain youths aged 14 to 17 if there is evidence they pose a danger.
Prime Minister Giorgia Meloni described the weekend violence—which included smashed shop windows, looting, and clashes with police—as criminal behavior rather than legitimate protest. The government has deployed 500 army troops to reinforce security in Milan through the end of the year.
The measures come amid broader cost-of-living protests across Italy. In the south, truck drivers have staged road blockades over high fuel prices, disrupting supply chains.
