A federal banking regulator has released a report finding that nine of the largest U.S. banks maintained policies that restricted or denied financial services to customers based on political or religious views, as well as affiliation with certain lawful industries.
The Office of the Comptroller of the Currency (OCC) examined nearly 100,000 complaints and tens of thousands of internal bank records covering the period from 2020 through September 2025. The banks reviewed were JPMorgan Chase, Bank of America, Citibank, Wells Fargo, U.S. Bank, Capital One, PNC Bank, TD Bank, and BMO Bank.
According to the report, the banks used internal “reputation risk” criteria that disadvantaged some customers. Examples cited include:
- A JPMorgan Chase payment processor closing an account for a merchant selling merchandise supporting President Donald Trump and the MAGA movement, after internal tools flagged terms such as “MAGA” and “America First.”
- Banks declining credit or services to conservative Christian organizations and pro-life groups, in some cases referencing designations by the Southern Poverty Law Center.
- Restrictions on businesses involved in firearms, fossil fuels, private prisons, and similar sectors viewed as higher reputation risk under prior regulatory pressure.
The report also noted instances in which banks declined services to certain left-leaning organizations, including some abortion-rights groups, over concerns about appearing to endorse their positions.
OCC Comptroller Jonathan V. Gould stated the findings provide “irrefutable evidence” that the banks denied, debanked, and discriminated against customers and lawful businesses. The review was conducted pursuant to a presidential executive order directing examination of politicized debanking practices. The banks have indicated they have revised some policies in response.
