HHS Secretary Kennedy says department is “no longer a vector” for child trafficking and is prioritizing recovery efforts

Health and Human Services Secretary Robert F. Kennedy, Jr. declared Wednesday that his agency is “aggressively” working to locate approximately 300,000 migrant children who went missing while in government custody under the Biden administration, which he accused of facilitating child trafficking.
“We have ended HHS…as the vector, the principal vector in this country for child trafficking,” Kennedy said during a cabinet meeting. “And during the Biden administration, HHS became a collaborator in child trafficking and for sex, and for slavery, and we have ended that.”
“And we’re very aggressively going out and trying to find these children—300,000 children that were lost by the Biden administration,” he added. “And we are.”

The children in question were mostly unaccompanied minors who crossed the border illegally and were then processed by the Department of Homeland Security (DHS), which by law must transfer them to HHS within 72 hours. DHS under former Secretary Alejandro Mayorkas claimed limited responsibility for what occurred after transfer.

Former Trump border czar Tom Homan has accused DHS of enabling trafficking by delivering children into unstable and unvetted placement arrangements. Critics allege many of those placements were never properly monitored, leading to tens of thousands of minors disappearing from contact records.
The Trump administration has made the recovery and reintegration of missing migrant children a stated policy priority. RFK, appointed by President Trump as HHS Secretary earlier this year, has positioned the department as central to correcting what he calls systemic failures that enabled exploitation under Biden-era policies.
“We are no longer going to allow this agency to be used for criminal enterprise,” Kennedy told reporters after the cabinet session. “We’re doing this for the children and for the integrity of our government.”
